We live in the floods of Anniversary, with five major national holidays including Sections 3 and 1, Liberation Day, and more than 50 days of government-designated Anniversary alone.The day designated by local governments and the private sector is hard to grasp. September 6 is the Resource Circulation Day. Reversals represent the meaning of circulation in the same 9 and 6 shapes.Developed countries are shifting their single-lined India structure, which consists of collection, production, consumption and disposal, into circular economy.Germany has enacted the India Promotion and Waste Management Act, and Japan operates the Basic Law for Promoting Circulation Social Formation.The India Organization for Cooperation and Development (OECD) recommends each country to introduce a policy of sustainable substance management.The first thing that caught my eye is China, which introduced the concept of India in the early 2000s and then enacted the India Promotion Act in 2008.It is organized by the National Development Reform Committee, which is similar to the past India Planning Institute, not the Ministry of Environment.It is close to sustainable development strategy to achieve India development, environmental protection, and resource conservation at the same time by presenting environmental policies such as Waste recycling and the principle of resource circulation of the country.In July 2017, China, which imported 56% of the worlds waste plastics, declared that it would regulate imports in a surprise manner, which caused Korea to suffer from waste plastic treatment last spring.The United States and Europe, which were exporting waste plastic to China, also suffered considerable confusion; Chinas import restrictions were not improvisational.The first point was the environmental pollution caused by dirty or harmful imported Waste, which is based on the fact that it has been followed by a long-term plan to build a circulation in India.Korea has been implementing the Basic Law on Resource Circulation since last year.Although the start is late, it is meaningful that we have moved beyond the existing paradigm centered on recycling and processing of Waste to the goal of minimizing the use of natural resources.We also established a basic resource circulation plan to be implemented over the next 10 years.If the Waste policy was centered on the Ministry of Environment in the past, the new resource circulation plan includes India ministries such as the Ministry of Industry and the Ministry of Science and ICT.The result is that the cycle of India acknowledges that it is not only an effort of individual ministries but also a need for fundamental production and consumption systems to change and innovate.The day of resource circulation is still unfamiliar. I would recommend that the government systematically organize and share the Indian and environmental effects of resource circulation.I look forward to Anniversary with more people on the day of resource circulation next year.
